PackFlow Hybrid Model

The UK Government is consulting on the future of packaging producer responsibility as part of the Resources and Waste Strategy and EU Circular Economy Package (CEP). This includes higher recycling targets for 2025 and 2030, and producers funding at least 80% of packaging collection, sorting, and recycling costs.

To inform this transition, Valpak’s PackFlow 2025 research explored European systems, identifying key success factors for improving recycling, design for recyclability, and consumer engagement. Building on these insights, the new PackFlow Hybrid Model proposes a balanced approach, combining the strongest elements from existing systems to help the UK meet its recycling ambitions.

This report highlights the evidence-based drivers needed to shape a sustainable, efficient, and future-proof packaging compliance system.
