PackFlow 2025

This study explores how the UK can meet the ambitious packaging recycling targets proposed under the European Circular Economy (CE) Package for 2025 and 2030. It also considers the potential move towards producers covering full net costs (FNC) of packaging collection, sortation, and recycling.

The report reviews the UK’s current producer responsibility system, compares it with six leading European countries, and identifies drivers to increase recycling. Findings suggest paper, card, metals, and glass are on track to meet 2025 targets, while plastics will require significant investment in collection, sorting, and recycling infrastructure to achieve long-term goals.
